Basic Purpose:A Phlebotomy Service Representative, under the direction of the area supervisor, performs daily phlebotomy activities of the Patient Service Center (PSC)/Mobile/In-office Phlebotomy (IOP) accurately and on time.  Maintain a safe and professional environment.  Performs with confidence, both the forensic and clinical specimen collection and processing duties following established practices and procedures. Maintains required records and documentation.  Demonstrates organizational commitment and promotes a positive image to patients, clients, employees and the public in general.Duties and Responsibilities:1 Greets customers appropriately. Accurately and completely transcribes all physician orders and documents nursing intervention on the patient’s medical records according to established procedures per department protocol, to reflect patient status and condition.  Observes, records, and reports legibly and accurately any legal/medical documents and/or significant deviations to the physician; completing the correct forms required in the day-to-day operation of the department. Demonstrates clinical competence when assisting physicians with diagnostic test and special procedures.  Reviews physician orders and implements within a reasonable time frame.  Implements nursing interventions consistent with plan of care and carries out treatment plan as prescribed by physician, complying with the five rights of medication administration.  When in question notifies physician, mid-level practitioner or RN to prevent misunderstandings or miscommunication.  Makes effective decisions during emergency situations and evaluates the results of actions taken. Maintains professional standing, demonstrating a knowledge of the legal aspects and liabilities of nursing practice and consistently combines ethical judgement with technical skill within the policy and legal guidelines of the hospital.  Annually completes continuing education classes updating competency levels on topics required by department.    The following are unit-specific accountabilities: 1.  Administers Immunizations: Verifies the physician and/or mid-level provider’s order and IZ registration. Maintains aseptic technique and uses appropriate PPE. Demonstrates the knowledge of appropriate route of vaccine. Positions the patient appropriately and locates anatomic landmarks for specific SC or IM injections. Preps the skin to administer vaccine at appropriate angle to the skin and withdraws at the angle of insertion. Properly disposes the needle and syringes in sharps container. Understands and reports needle-stick injuries. Documents each immunization in patient’s chart (date, lot number, manufacturer, site and VIS date).  2.     Performs and documents nursing interventions: Receives report from clerical staff on patient concerns and provides physician and/or provider with summary of patient’s current status. Communicates patient responses and the effectiveness of nursing interventions in order to reduce patient anxiety and promote cooperation and compliance. Reports Patient care or management problems with proper chain of command. Maintains a calm, professional attitude and interactions while dealing with rapidly changing situations, including emergencies. Documents nursing interventions on the patient’s medical records according to established procedures per department protocol, to reflect patient status and condition.  3.     Communicates patient responses and the effectiveness of nursing interventions in order to reduce patient anxiety and promote cooperation and compliance. 4.     Maintains and updates patient records assuring proper procedures and maintenance of medical records, accurate systems for billing, data processing, accounts payable and accurate logs for Occupational Health patient referrals. Assures all physical examinations forms are complete and medical record includes necessary lab work. Obtains phone/written payer prior authorization for treatment/diagnostic services and consultation. Verified Mid-level Practitioner and/or Physician staff reviews and initials all lab results and imaging reports. Properly files diagnostic reports and incoming correspondence in appropriate charts.  5.     Monitors/Tracks annual health screens and pre-physicals and drug screens and assures timely notification to all employers when completed: Maintains a current understanding of DOT regulations regarding drug and alcohol screening procedure. Reviews all Employee Health records on a monthly basis for annual screening and notifies employees monthly when annual screenings are due. 6.  Monitors and coordinates use of facility by maintaining accurate appointment log for patient and follows up on failed appointments. 7.   Maintains patient service activity log and summarizes data periodically to assure department activity level. Verifies information with physician when in question. Assists patients by making appointments for pre-placement screening, referral care appointments and diagnostic imaging. 8.   Performs clerical duties as directed, including distributing mail to/from and with department, organizes and maintains office information systems and files to ensure access and use of Occupational Health Center information, and at the discretion of licensed staff, composes correspondence to interdepartmental/external sources.  9.     Provides customer service interfacing with the patient, employers, insurance companies and physician’s offices.  Demonstrates efficient and courteous customer service that includes assisting in person or on the telephone. Answers incoming phone calls and questions and concerns presented by patients, physicians, employers, insurance companies and other hospital personnel.  10.  Interacts closely with Occupational Health Center Medical Director. Assures First Report information is accurate and mailed to appropriate workers’ compensation carrier within a five-day timeline. Maintains OSHA logs and prepares yearly summary. This position oversees and instructs the overall operation of a campus’s Medical Insurance Billing and Coding program. Review program and curriculum regularly. Make recommendations to appropriate parties for updates/changes as needed to maintain currency of the program. Review procedures for maintaining accurate records related to the Medical Insurance Billing and Coding program. Make recommendations for guidelines and procedures to appropriate parties as needed. Review equipment needs for the program on an annual basis. Provide input regarding equipment needs as part of Academic Affairs Department budgeting process. Order necessary classroom supplies on an ongoing basis. Assist in the selection of new instructors by participating in the interviewing process and recommending qualified applicants for consideration. Advise students as necessary regarding their experiences in the Medical Insurance Billing and Coding program.
